The deadline already passed

California, Colorado, Oregon, Minnesota, Maryland and Washington all ran producer reporting under the Circular Action Alliance framework with a May 31, 2026 deadline. Oregon has already published a list of roughly 300 noncompliant producers.

The data work is the hard part

The legal interpretation takes an afternoon. The grind is mapping every SKU and component to packaging weights, chasing suppliers for missing material data, and keeping the registration calendar straight across six states.

Fees follow the reports

2026 reports start informing producer fees in 2027. A sloppy baseline now means overpaying, or underpaying and explaining it later.
